Federal and state. However, their rights shouldn't be any different from anyone else's. When it comes down to gender we need to accept that you might be able to change your identity, but you can't change your biology.

There should be a federal responsibility to keep lgbtq+ students safe. Unfortunately there are some states that still have a strong opposition to say rights. Meanwhile bullying, hate crimes, and suicide rates are constantly going up. Nobody, especially children should ever be made to feel unsafe or uncomfortable simply because of their sexual preference.
